Moving meshes using a point

Hello everyone, I'm new into moving meshes and I kinda understand how it works. I must assing a mesh velocity which is applied to the boundary, and the boundary moves as a whole with that velocity. But my question is if I can move a vertex of the mesh from a x0,y0 location to x1,y1 location and the rest of the boundary just adjust to that movement. Because I know how I want to deform the mesh but I don't know how to apply it (I know how the coordinates of all the vertex change over time)

As an example the boundary that I want to move has only 4 vertex (polygon), and I want to fix 2 of them and move the others
